Introduction

PiCC United’s whistleblower scheme enables employees, volunteers, members, and external parties to report serious legal violations within the organisation. 

Who Can Report?

All employees of PiCC United (including those at the Secretariat in MediPaCe), as well as, volunteers, members, and external parties such as partners and suppliers, are able to make reports through the whistleblower scheme. 

What Can Be Reported?

Serious legal violations, including suspected offences, within PiCC United and related activities may be reported. This also covers issues that are in the public interest to disclose. 

Examples of reportable matters: 

    • Misuse of financial resources 
    • Bribery 
    • Document forgery 
    • Hacking, eavesdropping, or recording conversations
    • Theft 
    • Embezzlement 
    • Fraud 
    • Extortion 
    • Physical violence, serious bullying, and sexual harassment 

Less serious issues related to employment conditions, such as employee disputes, absenteeism, or salary concerns, are not covered by the whistleblower scheme and should be raised with your immediate supervisor or the HR department. 

How to Report?

Reports to the whistleblower scheme should be submitted by email to compliance @piccunited.org. You will receive an acknowledgment of your report, followed by feedback from the whistleblower unit within three months. This will outline any measures taken or provide the reasoning behind the chosen follow-up actions. 

It is important to clearly describe all relevant facts and, where possible, include any supporting written documentation.

Whistleblower Rights

The whistleblower law protects whistleblowers and other individuals from retaliation or obstruction when making a report. These rights are non-waivable and cannot be limited to the detriment of the whistleblower. 

Independence of the Whistleblower Unit

The whistleblower scheme ensures that all reports are handled confidentially, preventing unauthorised employees from accessing case information. All case processing is carried out in full compliance with legal requirements. 

Confidentiality and Anonymity

All reports are handled in strict confidence by the whistleblower unit, which is bound by a statutory duty of confidentiality. The identities of the whistleblower and any third parties mentioned in the report are protected. 

Please note that it is not possible to submit anonymous reports through PiCC United’s internal whistleblower scheme. If you wish to report anonymously, you may do so via the National Whistleblower Scheme’s reporting portal here.
